You can decide whether to make Lightning Login available for all users. You can determine user eligibility by using the Lightning Login User user perm.
Users in Developer Edition orgs, and admin users created in Summer ’17 or later and have Salesforce Authenticator enabled, see the Lightning Login Enrollment Assistant to guide them through enrollment. Users who don’t see the assistant enroll through the Advanced User Details page.
Change the Lightning Login settings for your org on the Session Settings Setup page.
Lightning Login is available only for internal users. External users, like guest users or Community users, aren’t able to use it.
