To enable this beta feature, which includes managed packages and unlocked packages, enable Packaging 2 in your Dev Hub org. Locked packages are available as part of a pilot.

Name Change for Developer-Controlled Packages (DCPs)

Why make things more complicated than necessary? Unlocked DCPs and locked DCPs are now referred to as unlocked packages and locked packages, respectively.
